They may negotiate collective agreements on any terms and conditions of employment of interest to the parties. However, collective bargaining is not the exclusive prerogative of trade unions in the labour law, but workers` committees can also negotiate at company level. The collection of collective agreements in Zimbabwe under the Labour Act is negotiated by registered or certified trade unions, employers and employers` organizations or associations. Collective bargaining is subject to government approval The law supports the creation of workers` committees in companies where less than 50% of employees are unionized. These committees will work with management representatives to discuss in a works council the works council of the works council which must be approved by the Minister of Labour.
