(b) Where the status of such headquarters and armed forces and their personnel is governed by another agreement and those headquarters and armed forces, as well as their personnel, act in the above-mentioned context, special arrangements may be made between the EU and the States or organisations concerned to agree on the agreement applicable to the operation or exercise in question. Military or civilian personnel seconded to the institutions of the European Union may possess and carry weapons in accordance with Article 13 when cooperating with headquarters or armed forces which may be placed at the disposal of the European Union in the preparation and performance of the tasks referred to in Article 17, paragraph 2 of the Tue, including exercises; or when they participate in missions related to such tasks. A SOFA should clarify the conditions under which the foreign army can operate. In the event of a dispute as to whether an unlawful act or omission of military or civilian personnel has been carried out in performance of the service or whether the use of a vehicle of the services of a sending State has not been authorised, the matter shall be settled by negotiations between the Member States concerned. (ii) offences resulting from acts or omissions committed in fulfilment of the service obligation; An agreement on visiting forces is similar to an agreement on the status of troops, except that the former only temporarily cover troops that are not stationed there. (3) Specific agreements should be concluded with the third countries concerned where exercises or operations take place outside the territory of the Member States. . . .
